Job Summary
The Housing Services Manager supervises and directs the Fort Smith Housing Authority’s Housing Services department, which consists of the Department of Housing and Urban Development (HUD) Section 8 rental assistance and other federal programs.
The Housing Services Manager performs a variety of tasks including overseeing a staff of case managers, administrative personnel, and an inspector; resolving departmental issues; managing and assigning caseloads; working with the Compliance Manager to conform with HUD rules and regulations regarding intake, application processing, and voucher issuance; working with existing and recruiting new landlords to participate in our rental assistance programs; assisting with accounting and management issues related to the Housing Services department, and other duties as assigned.
Minimum Requirements
Two years of post-secondary education and at least one year of supervisory experience Abilities Required
  • Meet deadlines, work independently, and perform detail work
  • Have knowledge of conflict resolution and counseling principles
  • Stay apprised of new and changing rules and regulations for HUD programs
  • Have excellent verbal and writing skills, including the ability to read, interpret, apply, and explain rules, regulations, policies, and procedures
  • Use a computer for word processing, creating spreadsheets, and using Yardi software
  • Have competence with office machines such as computer, copier, scanner, postage machine, fax machine, and multi-line phone
  • Be discrete in handling matters involving privacy of clients and tenants
  • Demonstrate initiative, creativity, flexibility, and organizational skills
  • Present a professional personal appearance
  • Have a valid driver's license

Helpful (but not required) Experience
  • Human services-related work
  • English/Spanish bilingual skills
